According to reports from PCT 4, on June 22, 2018 a deputy with Constable Mark Herman's Office initiated a traffic stop on a vehicle in the 4800 block of the North Sam Houston Parkway. The driver failed to stop and led deputies on a chase for approximately 30 miles.
During the pursuit, the suspect intentionally drove his vehicle toward a deputy who was attempting to set up spike strips. The driver then struck a curb and blew out both passenger side tires causing him to stop in the 23900 block of U.S. 290. The suspect refused to comply with commands to exit the vehicle and a canine was utilized to bring the suspect into custody.
The suspect was identified as 42-year-old Lamarr Foster (AKA Jilly Bobo) from Richmond, and was transported to a local hospital for treatment.
Foster was out on bond awaiting trial for a Felony DWI - 3rd Or More at the time of this incident.
